I've got suggestions of red chokeberry (Aronia arbutifolia) and Dichotomanthes tristaniicarpa, but neither is certain. A. arbutifolia should have serrated edges to the leaves and is apparently only east and central USA. (I'm in the SF Bay Area.) And the berries don't look quite like D. tristaniicarpa. Your help please. Thanks!

One of the cotoneasters, perhaps? There are many. A photo of the whole plant could help, they tend to have distinctive growth habits.

Yes, it looks like a Cotoneaster.

Fantastic! Thank you so much! I'll try to get a photo of the whole shrub. There were two, quite rounded and dome-shaped, one about a yard wide and 2 feet high and the other about half again bigger.

Yes, Cotoneaster lacteus - an invasive species here.

Thank you! Interesting that it's invasive and that some wish to stop its spread. Whoever planted them in this public park didn't get the memo. At least, they seem to have been quite purposely planted and tended.

If we stopped planting plants because of their potentially invasive nature, California wouldn't be as green. Hilarious!

States (and the Federal Government) do outlaw the planting of certain plants but Cotoneaster is not one of them.

It is this kind of attitude that is destroying native habitats. You are mistaken in saying there are no laws prohibiting their planting. Stay in your lane in godforsaken Nevada.
Please tell me where these plants are and I will go rip them out.
Daisy, you are now my enemy. Watch out. I am not a small person.

Whoa, down boy! That little laughing emoji indicated that Daisy was joking...granted, about an unfortunate truth, but no need to start loading the canons. Blinking
