Found this abandoned cactus and was wondering if anyone could give me an idea of what kind it may be please. It's been outside covered but the temps have been below freezing a few times. But it really looks underwater more than anything.

It is an Opuntia but I couldn't tell you which one.

Frost damage and dehydration look alike because both cause leaf desiccation. I would give it a good drink (make sure the soil absorbs the water) and see if it perks up.

Looks somewhat like opuntia argentiniana or monacantha

You should give it a good drink, as said above. Maybe give it a repot, and change it to new soil.
