My Oleander shrub is showing white/beige spots on the leaves. I did a quick research and it seems like the white spots indicate disease or pest infestation.

1-Scale insect oleander scale hard scale
2- mealy bug
mealy bug are soft scale that crushe in ur hand
For management try mineral oil spray
