I bought this several years ago. I thought I remembered it's name was Gaura, but now I'm second guessing because I can't find it online anywhere and the foliage seems wider than the green leaved plants I'm seeing. The leaf is between 3 and 4 inches long and dies back every winter here in zone 7. The plant gets between 18 to 24" tall in part shade.

Some kind of Persicaria I think. Something like these:
Knotweed (Persicaria microcephala 'Silver Dragon')

Jumpseed (Persicaria virginiana 'Compton's Red')
