I have a bare spot in my lawn and want to to plant new grass in that space. What is the best soil type to use when planting new grass seed? I've read top soil or compost mix would be best. Wouldn't top soil just add more dirt to an already poor drainage area and make a mud pit and top soil more difficult to spread? Thank you.

What do you mean by poor drainage and what type of tree is that?

Fix your drainage issue, it looks like anything you put down in that area will wash away?
Get a soil sample and loosen up the earth around the tree.

As for what to use.
Careful
Loam in my area is mostly sand and really only useful for that final leveling
There are some loam and compost mixes also but If your soil is already poor and compacted maybe just straight compost and mix it in with top few inches if whats there.
