Not sure what these are but there are thousands of them on the tree leaves. Are they an insect egg?

They are galls, caused by a gall mite probably specific to that species of tree.
Do an internet search for "(type of tree) gall mites" and you might get the name of the exact gall mite that lives on your tree so that you can research it.
