Leaf pathogens will become abundant in extended rainy periods or periods of high humidity. The plants should withstand it if healthy otherwise. Airflow through the leaves is recommended so the leaves are not wet for extended periods of time.

I think I am seeing a couple of things going on...if they are soft and fuzzy mealy bugs and if you look close to what I circled it looks like a white fly maybe, the mass could be eggs.
They will spread to all different plants. Try a soapy water spray to kill what you can.

must be humidity , lots of foggy mornings ....no rain Sad
I went out and felt the white bumps under the leaves and they are hard like barnacles Shrug!
anyway checked the other ''planted ''MG and no signs
I did go ahead and pull this plant and it went on the burn pile so no spreading whatever it is .

Thank you for the prompt responses
Thumbs up

Hi Cinda. I've not seen that previously, before. I hope you get it resolved.
Though if you'd like some other Japanese, nil cv. seeds. Drop me a note, in my Tree Mail, to let me know...
Shawn.

Looks like White Rust. Search Albugo ipomoeae-panduratae

"Albugo ipomoeae-panduratae, or white rust, is an oomycete plant pathogen, although many discussions still treat it as a fungal organism. It causes leaf and stem lesions on various Ipomoea species, including cultivated morning glories and their relatives."
