I saw that this morning and said the same thing. I knew it was in the works but didn't know when or if they would succeed in passing that. I sent a screen shot of the headline to my old man this morning about it knowing he would be pleased.

Amazed that he had to come down to an agreement, you buy the implement, you should be able to fix it yourself if you have the ability and tools.
