Is it normal for the bottom leafs to turn down toward the ground for this variety? Should I pluck them off? Am I under watering?

When they are so high in the pot above the soil (not the normal growth pattern), yes, it is normal for the lower leaves to "sag". Just like a lone tree in an open meadow has branches near the ground to protect its roots, so is the semp doing this. Your plant looks healthy, and don't remove any leaves. Give it as much direct sun as possible inside the house, and it will benefit from the cold it gets sitting next to a window. Your plant will want to be outside when temps are consistently above 32°F at night. Wouldn't that be about now? When you replant outside, plant so the lowest leaves are attached to the stem just above the soil surface.

Hi P E, I see you have it in the house. Semps as a rule don't do well in the house. They are alpine plants and prefer being outside. Is there a reason you have it indoors? I see that you live in FL.

Hi- when i planted it it was level with the soil - I do live in Flordia and I just brought the pot inside for picture … it has been outside since I bought it.

How much light is it getting outside? It looks like it is etiolated from lack of sunlight. The problem is, being in Florida. Do you get a cold winter where you are?

I live in SW Flordia (Fort Meyers Area) we have been having some cool weather (couple nights in the 40's) usually low 60's night 70-85 day..but some heavy rain so I put the pots under a canopy during dec and Jan….

I am not sure how they grow in Florida. How much sun for your part of the country. Remember they are alpine plants. Not sure how they will do in your heat/humidity.
I would leave it in a container so it is easy to make adjustments. Watch for sunburning. Be sure to use fast draining potting mix.
