When they are so high in the pot above the soil (not the normal growth pattern), yes, it is normal for the lower leaves to "sag". Just like a lone tree in an open meadow has branches near the ground to protect its roots, so is the semp doing this. Your plant looks healthy, and don't remove any leaves. Give it as much direct sun as possible inside the house, and it will benefit from the cold it gets sitting next to a window. Your plant will want to be outside when temps are consistently above 32°F at night. Wouldn't that be about now? When you replant outside, plant so the lowest leaves are attached to the stem just above the soil surface.
