A Drought-Tolerant Garden

The year 2011 was a violent weather year in the US, with at least 12 weather-related disasters exceeding a billion dollars in damage. Some say it was Earth's most extreme weather year since 1816. Much of the country suffered from record heat and drought . . . and so did the yards and gardens.

Hello,

This rare type of grass, please see photos, grows in a tiny park across the So. Miami police station. Stepping on it feels like a sponge, no higher than 2" at most, too slow to grow. No gardener or nursery was able to distinguish it according to the pictures. An empty neighbor property has it in some parts of the front yard but is being unkempt. He does not have any idea what it is.

Any ides what is it?
