Kind of looks like a chemical issue.
What are you treating these plants with?

I'd hurry and get these planted in the landscape... They're not going to thrive in those nursery pots.

I have no 'cause' to suggest but agree, give them sun, room, water and fert and they should do well.
Mine struggle with spider mites in winter pot care and look pretty ragged right now too.
Plant it and they will come.

Plant it and they will come.

Did they have roots when put into the pots?

I thinking now it could be some bad mulch that I used, Like its only 25 or 30 that looks bad. I had over 1000 this year , so 25 or 30 not bad, so I will see if the new mulch get them going. Thanks for the help--Jack

That makes sense...
I spread some mulch over someone's garden... Some of that dyed crap they picked up at a landscape supply center...

And... while it didn't really seem to affect the existing plants... when I scraped some of it away before sowing some poppy seeds last autumn... the seeds failed...

I saw some come up in the lawn... just not in the flower bed!

Don't know what they're treating that commercial mulch with... but it ain't good.

But, yeah... your cuttings look like a possible herbicide drift issue.
