Over the winter my Oleander looked like it was dead, but now there are some green leaves growing at the base. (see the circled area of the picture.) Can this plant be saved - what should I do?
If they are Oleander leaves then remove the dead stuff and feed what's left. It doesn't really take much to grow an Oleander, so a good all-purpose fertilizer is fine. Liquid ferts work fastest.

The sudden freeze following mild temperatures around the New Year caused extensive damage to evergreen plants from Arkansas over to North Carolina. It will grow back.
I've had the same issue here in NY. We had a late storm and sudden freeze in March. Killed a lot of the upper growth and bud blasted the Forsythias, Hydrangea, and crab apple blossoms.
