Lately I've seen some Pilosocereus and a Polaskia chichipe offered in the big box retailers. I see it's planted in the ground and that you are located in California. If your location has reasonably warm winters, you might check those out. I think if you could post a close view of the cactus so that the ridge and spines are clearly seen, there are folks here that might give you a more specific suggestion. Just guessing from the water hose, it looks to be about 11-12" tall now. Would that be correct?

Saguaro (Carnegiea gigantea)

Both are extra large trees at maturity (however many decades that may take), epic and imposing landscape plants. The adult form does not much resemble the juvenile.

I agree with Baja that it is a saguaro or a card on (Mexican saguaro). Whichever, it needs to be moved away from the foundation of the house ASAP

I will just say, that today I walked by a large number Saguaros that looked exactly like that in a big box store. Not to say it makes me certain it is a Saguaro, but just to say that at that size these plants do not yet have a highly distinguished shape or form. It could be either, if it has been out in serious frost, it is probably a Saguaro as a Cardon would likely be toast. If not then it is just a matter of time and growth... in a few years things will differentiate enough to be able to tell. Regardless, given enough time it will grow into a monster.

So I agree wholeheartedly with Nancy, even if it is not your house but just a wall, you should move it, the wall (and certainly your house) will not like what this plant will become if it survives and grows.
