What veggies can be planted (starter plants, not seeds) in early July, zone 9b? (already have tomatoes, squash, peppers, and cucumbers flourishing)

Zinnia, cosmos, hyacinth beans, swan gourds...

Plenty!

At my house I've long practiced successive plantings... Where I can keep getting new crops from the freshly planted seeds...

I like those 1 gallon nursery pots for creating 'starter plants'.
Anything smaller... is impossible to keep moist enough to keep alive.
Most years I filled the nursery pots with garden soil...
This year, I've experimented with using straight chicken compost... the compost has worked exceptionally well.

I've been setting out tepary beans, cherokee tears beans and watermelon (Art Combe's Ancient) over the last week.

Still have a bunch of sweet potato slips in a large pot that need to be set out...

When my sweet potatoes developed bud growths, I placed in large pot, covered with chicken compost... They're about ready to go now...

Nursery pots, glad you said that, stone. I was feeling skeptical of keeping smaller pots going.
and I put two more sweet potato slips into water yesterday, thinking I may still have time, if I find space.
Carrots for sure going in directly, after potatos come out. That will be nice loose soil.

Isn't it too hot for carrots?

I prefer rooting sweet potatoes in sand, They acclimate to the garden easier than rooting in water.

I have to check my notes and see when I planted carrots last year. I pulled them Thanksgiving. I assume I will cover and shade them to start. Maybe I waited later in August.

August isn't cool by any means- though the heat tends to break late August and more rain comes. It's a great time to start cool season lawn.
