I have an Arabian lilac plant/ tree that is getting really big. I am a novice gardener. Can I split this so I can plant it in two spots? If yes, how and when?

Yes, you can saw straight down between the trunks to split them. Make sure you have viable roots growing on both halves. They aren't technically necessary, but they would make the difference between being a cutting vs a transplant. I'd wait until the rainiest part of the year. Late fall thru early spring.
