What is 'normally'?
Does the pot have a hole in the bottom?
How long has it been in that pot?
How long has it been in that spot?
Have you fertilized it recently?

Without a drain hole there is no air exchange in the soil, which is bad for the roots. They need air as well as water to thrive. Also, without a drain hole salts from water and fertilizers build up and kill root hairs.
I think it's done for and you need to get another plant and a different pot.

Welcome! to the site!

I agree, your Weeping Fig (Ficus benjamina 'Variegata') is dying (or possibly already dead) due to the fact that there is no way for excess water to drain from the soil. Without proper soil aeration and drainage, oxygen is depleted and the roots rot. From your photo, the plant doesn't appear salvageable but you can prune the stems to see if there is possibly any green, viable tissue and if there is, repot the plant into a container with drainage holes in the bottom, using a light airy soil amended with lots of perlite. I'd also advise removing the rocks.

plantladylin ok i will do what you said but is it healthy for a plant to repot it now in the summer because some other gardeners told me never to repot a plant in summer only in fall or spring

If there is still viability in your plant I doubt that it will survive much longer in its current condition unless the pot and soil are changed to something more conducive to the long term health of the plant. If the plant is always indoors and receives consistent light, temperature and moisture, I wouldn't think it would matter when it's repotted.

In the 56+ years I've been growing indoor plants, I've repotted them at all times of the year but I'm in Florida and perhaps it's different for those in other areas? Shrug!

For outdoor plants, definitely spring and fall are the best times (although I'd never say "never" for planting at other times). For indoor plants, you repot them when they need it. Yours most definitely needs it, the sooner the better if you have any hope of saving it.

As already suggested, it needs a pot with a drainage hole, lighter soil, and I'd also trim back the stems to almost halfway to see if that helps force any new growth. Those stems do look pretty dead from the photo though, but it won't hurt to try if it has some sentimental value.

I've grown Ficus benjamina in Buenos Aires. It belongs to the group of strangler figs that need hardly any substrate at all! They thrive with even poor light conditions indoors as long as they get good ventilation. No direct sunlight. They hate stagnant water in their roots. Like many have said already, perhaps its too late to save your plant. Lost anyway, you may want to place it in a new container with a new fertile substrate with a lot of pebbles and sand in a rather shallow pot. I would prune it and then hope for the best, asap. If unsuccessful you will still have your pot ready for a replacement. Smiling
Arturo

Do the leaves look like there are spider webs all over them?

No,leaves don't look like they have spider webs all over them but indeed the plant had made two really small leaves so i hope there is a way for it to recover
