We have an indoor inch plant that looks healthy where there's new growth, but at the base the leaves appear all dried up. I'm wondering if this is normal, where all the plant's energy is going to the new growth at the end and the base is left behind?

I'd say, yes.
Lack of light is one reason it may be growing extra long with small leaves.
I grow 3 different Tradescantia (purpurea, spathacea, zebrina) and their looks can vary greatly with amount of light.
Plant it and they will come.
