I've been seeing more and more instances where someone suggests that a post be moved to a more specific forum, despite the admonition to "Do not suggest they repost their question to a different forum!"

And often the post is indeed moved. I don't actually think it is inappropriate for the post to be moved, but maybe the instruction to not make the request should be deleted if this is going to become more and more common?

I think the reason why people are told not to recommend Thread OPs to post their question to a different forum is because the mods are always on top of moving threads out of the AAQ forum if needed, so it's useless to tell the OP to move their thread. But I agree, I've also seen a lot of people advising Thread OPs to post their question to a different forum, and I don't know why when it's very clear that you're not supposed to.

I just private message them with a link to the appropriate forum where they can get more detailed help with their issue.

It's been a while since I've seen anyone suggest to the OP to post elsewhere. Have you seen one recently?
Dave specifically underlined in the pink section at the bottom of each AAQ thread "Do not suggest they repost their question to a different forum! and I think most members that frequent that forum now know that.

I have seen several say that they put in a request to have the thread moved to another forum which is entirely different. That request goes to admin. I don't see those but I do review that forum often enough to move any that seem like they would get more attention in a specific forum, as long as it's a relatively active one.

I believe it's actually because Dave has set up the AAQ forum in a very simple format for a new member. Often it's the only time they want to post here and suggesting they ask elsewhere in a more confusing forum (needing to scroll to bottom to start a thread) and they don't want to bother.

I think the main reason we don't want people reposting their question elsewhere is that it means there's more than one thread with the same question.

As Sue said, the AAQ forum is set up to be user-friendly (particularly for new members) and so if they can't find (or are unaware) of the specific forums for a particular topic, it's easy for them to ask their question here. If appropriate, an admin can move the thread to the more specialised forum. I generally try to allow it to get a couple of replies first and then post that I'm going to move it, so at least the OP gets the email with the link to their thread before it's moved.
