I would like to plant this in my garden in SoCal, one is doing beautifully in the neighborhood. I believe it's a Euphorbia but can't identify the species. I live in Calabasas, CA in suburban Los Angeles.

Yes, a euphorbia, maybe Silver Spurge (Euphorbia rigida)

Your photo looks very much like my Blue Spruce Groundcover Sedum.
Very easy to start and grows nicely in dryer areas.

Jenny's Stonecrop (Petrosedum rupestre subsp. rupestre 'Blue Spruce') is much smaller but also a good option for your garden.

Thanks for the prompt responses. I too have thought it might be rigida, though it has a spiral look from above. I don't immediately have any side photos of it.

Agree it is Euphoria rigida. The spiral appearance is typical of the species. It loves the heat and dry conditions. It should bloom for you about February.

There's an easy way to distinguish between Euphorbia and Sedum. Euphoria leak white when a stem or leaf is broken. Sedums do not.

It's a pretty plant, choose an inconspicuous leaf. Smiling

It does resemble Euphorbia rigida..see Beth Chatto pic.
But white latex toxic sap test as recommended by Lucy would give definite proof.
