On limbs close to the trunk some needles started to turn yellow in June. As time progressed to today, those needles have not turned brown and fallen off, but others limbs are also showing their needles turning yellow. I tried spraying with a fungicide in July, no changes so I tried a mixture of soap and water, no changes. About twice a month I hit the limbs with a hard spray of water from a hose to try and remove bugs I can't see. Again no changes, more and more branches have needles turning yellow on all parts of the tree, high-low and inside-outside needles. I planted this tree 4 years ago along with 2 others. They were 6 ft tall then and have more than doubled in height. They other two trees had needle drop a few weeks ago (some needles turned yellow then light brown then dark brown and fell off). I'm concerned that I need to do something to save the tree with its needles turning yellow. What do you suggest?

I've given the best description I can; unable to send pictures. Yellow needles in clusters that have stayed yellow for four months. They have not turned darker or fallen off. At first they looked like yellowing before normal needle drop; but, instead of getting darker and dropping, they have stayed in place.
