So, I tried twice to soak and plant a seed in soil, nothing; then soak and germinate a seed in a paper towel, still no luck; fourth try was sand off the outer surface and germinate in a paper towel, which seems to have succeeded.

When should I put this in soil? Any special suggestions? Thanks.

Plant it now. If the root has glued to the paper towel, cut out some paper towel and plant. Don't tear the roots off

It's planted now. Can't believe how quickly it germinated after removing the outer layer. Took about 2 days or so for the root to grow.

Will let you know if/when it breaks through the surface of the soil.
