Hi. I recently bought a plumeria and followed the instructions for rooting it, but the tips do not look too good. Is there something I should or can do to fix this or will it improve as it roots?

I would't worry about those tips, they will never improve. You can actually cut them clean with a sharp knife and pat cinnamon thickly on the open wound to tidy this up. New leaders will form to produce the new growing point nodes and eventually leaves and some time after that eventually it will flower. You have a waaays to go but be patient it's worth it.
A garden requires patient labor and attention. Plants do not grow merely to satisfy ambitions or to fulfill good intentions. They thrive because someone expended effort on them.
