Our apple tree produced well last year, but this spring it hasn't shown any leaves yet. The branches are flexible and not brittle, and the inner bark reveals a yellow-green color.
Is this a sign of dormancy, or could something else be affecting the tree?
I've also attached pictures of the trunk for reference.
It should be completely leafed out by now. Its not dead but may be working in that direction. Those cracks are alarming and look wet - it could be fire blight disease.

Is there anything to do to help the tree? Fertilizers or anything else? Just applied some anti fire blight spay to the tree.
Have you used dormant sprays in the past? Noticed dead or dying leaves, flowers and twigs last year and in years past? This is not a this year problem. Its the culmination of disease progression over several years. I think its probably a case of too little too late for your tree. No, fertilizer won't help.
