Not sure if you're hoping for a different answer. Did you spend any time researching hollyhock rust? Unfortunately, your additional pictures haven't changed my suspicion. Some aphids might have joined the party, but they aren't the problem.
This is a common, nasty affliction of hollyhocks. Look at photos, read about the pros and cons of fungicides. Here's another article, plenty more articles online.
