Edit - I didn't ask a question, no wonder I didn't get any answers. I added it.

I just bought a pack seeds to grow clover. More specifically, New Zealand White Clover
Cover Crop Seed. This is part of our "bee" gardening. We want the property to become bee-friendly.

One of the spots I chose is what used to be a concrete fountain. I was thinking of using it as a planter, but it's not very deep. Bottom layer is 5 inches deep, the top layer is about 3 inches deep. Would this work for the clovers? There are other places I can do this in deeper soil and use the fountain for a bird bath.
