In your last pic of the bush it looks like there are two buds on a couple of the stems coming along, right? Perhaps a floribunda then, not a Hybrid Tea.
Any fragrance? Once it hits its stride, measure the size of the bloom too, that will help with ID.
I had one in Utah called "French Lace" that was a similar color and flower shape - at first. As the weather got hotter, the blooms got paler pink until they were almost ivory at the height of summer. It was one of those 'popular' ones in the mid-90's that came and went rather fast as it wasn't the most robust bush. Maybe that's why your neighbor ditched it?
