It depends on the tree. It doesn't look to me like the central stem (main branch) was cut though.

A wound is a wound in general to a tree but Ken is right about it not looking like a main leader that will effect the bigger picture. If it were me I would cut off both of those middle pieces.

Here is another picture.. I think the main trunk has been cut away. BC whatever they cut is now grown above all the rest of the branches. But it is an eyesore!

I don't think it can be saved as far as looks go..
