Welcome, JoMama! I see you are in eastern Oregon - perhaps your soil is too alkaline for blueberries? What varieties have you tried? They also like tons of water, I keep mine on a soaker hose and I live on the wet side of the Cascades.

Looks like Oregon grape?- They do look great! You don't see natives used that frequently in parking lot landscaping which is a shame because natives usually seem to thrive with little attention.
