I recently emptied my pots and roots were deep embedded inside, I have long pots and to use up the space I used some milk jugs, cans and styro form pieces, so I discovered these balls of bulbs, these were annuals, my question is, why did this happen? Is it because it was too congested? Help, thanks.

Those are the sweet potato tubers from your sweet potato plant with the ornamental chartreuse foliage. You can save the tubers inside over winter and plant them out again next spring if you like. Many of the plants that are sold as "annuals" are actually perennials that aren't hardy in colder climates (like your sweet potato vine.)
