I have some ideas for you, in the form of lichens!
I have spent several years researching, cultivating, experimenting, and harvesting lichen and I absolutely love adding them to my miniature planters and fairy gardens.
Below is a photographic sampling of favorite Lichens I have to offer:
This one is called, "fairy cup" or "false pixie cup" lichen!

Or what about green roof "FAIRY SHINGLES"™ for your fairy garden? I also use the "FAIRY SHINGLES"™ to hold dirt inside planter baskets, as fairy garden roadways/bridges, or to mimic a water pond....
I've learned so much about lichens, and sadly the majority of info on internet is scientifically FALSE (One example is the prolific myth that you grow lichens by creating a cocktail in your blender which you then smear on stuff....more accurate for mold growing!
).
How about "reindeer moss?" (Not a moss, but a lichen

The lichen in upper left corner is called, "Frog Skin!" Pretty!
