Is this tight girdle of chicks normal? They get larger but are not growing out at all. I've looked a bit but don't see any like this. Seems relatively happy and time will tell but I'm sure someone or more of you have a thought or three.

Yes, many of the cultivars do that very thing. It will eventually grow out. Do you know the age of the parent rosette?
