I'd hesitate to diagnose your foliage issues, which can be caused by so many diff things, but I can tell you from up here in Zone 4, that you may just be looking at effects of unusual cold and related things. Late freezes can make foliage look ratty if it is already up, and every year I get some plants that I worry about. Spring sickness strikes when the forsythia blooms, so that is one indicator if that's what it is.
In any event, I have learned not to panic! By and by they all come out of it and everything's fine later. I sometimes see those spots like you have, but that is not leaf streak as I understand it. I just put down nitrogen, as I do every spring, and spray with liquid kelp. which is full on minerals, to give the plants the best shot.
If you have spring sickness, some fans will lie almost flat to the ground. There's nothing you can do about it but wait. 85% of the affected fans will come out of it eventually.
Like I said, don't know for sure what you've got, but the pics look like what I see a lot of every spring, and they all come out of it, so don't worry too much!
