Looks chopped off, I do not think it will bloom but not 100 percent sure. Not sure of your location but Wal-Mart sells the plant for$7..or you can even start by seed

it looks like you are growing banana there, so I assume you're in tropic (or sub tropic). If you are... then, papaya can re sprout after got cut like that, unless they are rotting on their base, but the stem seems still alive..
Anyway in my experiences with papaya, I prefer growing new ones from seeds, if ones get traumatized.
