I'm going to experiment with a tip I heard from someone and construct an invisible fence of fishing line between stakes. She said all she had strung was a line of 20lb fishing line 18" up from ground, and one at waist height. Since the deer couldn't see it, they'd run into it and shy away, and the plants were therefore protected, even though there was plenty of room to reach through.
I'm going to try this around the edge of some of my raised flower beds that aren't meant for walking through, and see how well a simple fence along the outside of a kidney-shaped bed helps protect them or not. Another large round one I'll circle completely, and a third I'll mostly circle, with just a few walkways to go through. The deer have parties on our lawn every night, and I've been planting a lot of small new things. I hope this is one thing that'll help.
