I have a little clump of Nairobi Dawn, a diploid I like very much, that in the last two years is not so good looking, this season it had only one scape and flowers were unusually small.

The past spring I planted some lavender next to it. Lavender is growing well, and Nairobi Dawn is getting weaker. Is lavender (its roots) a problem for daylilies?

If I assume the lavender stem/roots location is in the middle of the lavender plant then I don't think it is close enough to have a significant effect on the daylily. When it is bigger it might. How many hours of sun do they get in a day?

They get 5-6 hours of sun. This is always the amount they got. On the left of Nairobi Dawn there is Spanish Glow, and it grows and blooms normally.

I had other two diploids that was going really down and was almost dead, Siloam Merle Kent and Little Show Stopper. They had like empty and floppy roots, so I saved the remainings and planted in pots. They are alive now but not in my garden anymore. SMK never flowered much, but LSS was a very big clump, then something happened. Stella De Oro is flowering a lot less than the first two years.
Stella is in clay soil, but the others are in a bed with different soil.

I asked about hours of sun because the lavender looks like it may not be getting enough. The AHS recommends that six hours of direct sun is the minimum for daylilies. Are you fertilizing with anything, and watering well when it doesn't rain enough?

Is that a very narrow bed between concrete on both sides? Maybe lime could be leaching into the bed? Can't really see it that well in the photos.

If there was too much lime (which raises soil pH) the leaves would look like this, especially in early spring when the soil is cold:

@sooby, lavender isn't in good shape?
It was a gift, and I can only use small spots in the garden, for now.

@seedfork yes, it's a really narrow bed. It's between the neighbours' fence and the alleyway to our house.
I'm attaching a picture taken from a major distance, you can see there is spanish glow on the left and to me it looks good.
I had to trim the leaves toward the alleyway a bit.

Probably the daylily on the left, and even more so the whateveritis growing up the fence behind it, are more competitive than the lavender. It looks like quite a small space for those plants.

The reason I said the lavender looks like it isn't getting enough sun is because it seems to be flopping somewhat.

There's quite a bit of algae on the bricks.

I don't know where that hedge roots are, between the two gardens there is a small wall of concrete (cement?) with railings fixed in it, I don't know how deep goes the concrete. The hedge is beyond this concrete.

Regarding lavender, few weeks ago I accidentally let the watering can falling on it and yes, it is flopping
