My suspicion is that this is a Dioon spinulosum the giant Dioon.
Dioon that I use to know typically has serrated edges with no mid rib, broad and sessile attachement at leaflets base, most color are bluish and non glossy.
Could this be in a botanical exhibition or a nursery?, where misplaced plant's tag commonly occurred.
I think there's also a Cycas leaves photo-bombing at the lower-left-corner (which could be Cycas revoluta), showing typical Cycas leaves which in many species has smooth edges, dark green color and glossy/shiny.
