One thing a host can do about late arrivals would be allowing yourself more time for sending out in the first place. Anyone that joins will be agreeing to that so it shouldn't be an issue.
I do think tracking is important and it doesn't cost much. I would think a host could make that a part of the swap that tracking must be added. At least you have an idea of where they are
Not much anyone can do for no shows unfortunately. I guess that is one chance you do take when you join.
