Good luck. Start small and add on. That is what I did. And I use existing or cheap things when I can. E.G. I use fairly inexpensive shop type light fixtures and then spend some $ on better tubes. Sure - one can spend 40, 50 or 200 $ on a fancy fluorescent fixture that has a super high quality ballast on comes on in nano seconds. I spend no more than 20 $ max.
