Depends on whether you want to grow what the collector collects or a different plant. Most hybridizers have to collect alot of the type of plant
they want to hybridize. They usually have the best collections and are
experts in their area. They may not have alot of knowledge of other plants.
A gardener may be more of a jack of all trades, and maybe a master of none of what they grow. I do not mean this to be rude to gardeners, just meaning gardeners collect a broader base of knowledge. Gardeners can also master a specific plant, but it's not a requirement for being a good gardener.
