I have both annual and perennial portulaca. I keep the perennial portulaca inside in the winter and the annual portulaca comes back from reseeding.
Here's a comparison of the blooms:
Annual portulaca:

Here's the perennial portulaca. The blooms are much bigger. For some reason it doesn't produce seeds.
