Yes, Chris, that was unclear. Do not cover the tiny seeds with soil (or sand or whatever), but you will need to keep a lid on them (clear plastic presumably) for a while so that the humidity stays in their comfort zone. If they are really vanishingly small (maybe the Semp seeds are like this?) then you may benefit from cooking the soil or otherwise sterilizing it to some degree, because the uniformly high humidity under the lid provides a great environment for all sorts of other things to grow if you let them.
