I have found that if you mix the cayenne pepper into light oil solution (like olive oil) and spray it on the leaves it stays longer. I had to spray some on my Japanese iris leaves to deter the bunnies. I wonder if voles/moles are like squirrels at all. For squirrels - a solution of peppermint spray keeps them from digging (at least in pots it does).
