I also use hemlock. Looks so good around the plants, I do not fertilize so I like the finer mulch that decomposes and attracts worms. I usually add mulch whenever I weed, anytime of the year. I have a very mild climate so don't have to worry about too much heat. I also use the hemlock mulch as top dress in my potted plants, helps hold the moisture and holds down weeds.
