I've done quite a few roses this way, cuttings in a big freezer bag, and never had any fungus problems. I do not take them out and wash them off. They remain in the bag until they root. The advantage to this is seeing the roots of the rose come through, at the bottom of the bag. That is when you know the rose is truly rooted, and you do not have to wonder.
