I don't know the answers to your questions. I do know it has never clogged my sprayer, and mine is just a small, hand-held 2-gallon tank. I don't know which of the solids may be inert (if any) or which may be active. All I can say is that in my garden, Mancozeb has not harmed my daylilies whether spraying from a full tank or near empty. I spray just after the dew has evaporated and before the sun gets brutal, or on cloudy days.
