Tim is correct about moisture being your plants' problem. I know from experience with that herb is that they thrive in the eastern, high, dry western Mediterranean. And my rosemary thrived for years, even in this area of N.E. through the cold winters in the back hall of the next door parents' home, simply sheltered from frost and minimally watered. pinenuts4 Green Grin!
