Your minimum midday solar elevation in Palo Alto is about 29 degrees above horizontal (1/3 of the way to vertical). At the summer solstice it reaches 75 degrees (5/6 of the way to vertical). Useful calculator for any location here:

The moon cacti will probably do the best in lower light, of the plants you listed. You will be able to provide adequate natural light if the plants are right next to an unobstructed southerly-facing window.

If you want to use the supplement with micronutrients in the winter, just be sure to use a conservative dose and it won't do any harm.
