Those appear to be brown scale. The raised ones are the adults, the others are young and perhaps mobile males.

Easiest treatment is with a cotton swab dipped in 70% Isopropyl alcohol. Just hit all individuals with swab and nudge the armored ones. Will kill instantly! Rinse thoroughly with plain water after application.
