The water feature is used for sound primarily and contains pebbles and a couple of lights. Consequently green water is something I'd like to avoid. As previously mentioned, I'd like to avoid chemicals since wildlife (cats/birds) do splash/drink from it and I don't want to cause them any harm.

Neither Barley Clear nor hydrogen peroxide is dangerous to animals, when used in the recommended doses. Both are used in ponds with fish and other aquatic life. You could move the feature to a shady location or you could get a couple of pond snails. But really, the Barley Clear as probably your best bet.
