Hi, I'm concerned about what I found on my plumeria today. When I first touched it, it felt like dust and so I thought it may be spidermites looking online. I sprayed the leaves with water, but there are still white specs. Only the leaves on the top half have this white stuff while the bottom half of the leaves look fine. Nothing appears to be on the undersides of any of the leaves. Any idea what this might be and what I should do? Maybe it was just dust sitting near a window?

Edit: Just found what appears to be mites so I guess next step is getting neem oil. Will the white specs ever go away on the leaves?
